According to Al-Bayan newspaper, the World Bank granted $480 million to the different Iraqi ministries to finance their daily regular activities. The ministries' financial requirements are much more than this allowance. For an instance, the Ministry of Municipalities and Works received $90 million while its financial need is estimated at $7 billion.

The Ministry of Telecommunication received $40 million and the Ministry of Education received $60 million. The World Bank's allowance also included $25 million to supporting the private sector. An Iraqi official criticized the donor countries, which did not fulfill their financial commitments toward Iraq.
