What Egypt needs is to study why many other nations do well without having a president. Many European nations do not have an (empowered) president. Tunesia and Libya do not have an empowered president.

By not having presidential elections, a nation is never pushed towards a stalemate between left-and-right; civil wars can be prevented by not having a president.

How is this done? By holding elections only once for all representatives, and these representatives then either a/ get a prime-minister (and no president), or b/ they elect who will be president.

Nations with an empowered president have more wealth going to the elite, the rich, and the most influential people.
