The captain and a crewman of a migrant boat that capsized in the Mediterranean Sea on Saturday has been arrested by Italian authorities. More than 700 are presumed dead.

No casualties has yet been reported from a late Monday explosion outside the Spanish Embassy, which comes following a string of attacks claimed by Daesh against foreign nationals, oilfields and diplomatic posts across the country.

According to a survivor, as many as 950 passengers may have been aboard the boat, which capsized Sunday off the Libyan coast.
