The man at the centre of the controversial decisions to hand football world cups to Russia and Qatar will speak at an event in Dubai this year.

Juergen Mueller, head of the Fifa World Cups for 2014, 2018 and 2022, will give a speech and take questions from sports industry figures at the Host Cities summit on December 4 and 5.

Mr Mueller has said very little about why Russia and Qatar were chosen but will talk at length at the event, the central theme of which will be the emerging nations that can and should host the world's biggest sporting events.

Dubai has for many years looked at the possibility of holding the Summer Olympic Games, and recently hosted international cricket fixtures for Pakistan because of security concerns in that country.

Abu Dhabi has hosted two Fifa Club World Cups, which had traditionally been held in the Far East, and is now an established fixture on the Formula 1 calendar.

Richard Hills, the European Ryder Cup director, will speak at Host Cities about the vital role the Middle East has for world sport.
