Recent reports suggest that Apple has updated its Maps app with traffic data for metropolitan areas in Saudi Arabia and the United Arab Emirates.
As of now, the coverage comes to the capitals of the two countries and other heavily populated areas, with more limited traffic information on major highways and thoroughfares also available.
In the UAE, the areas covered include Abu Dhabi, Dubai, Fujairah, and Al Ain, with locations in Saudi Arabia including Jeddah, Mecca, Medina, and Ta'if.

Turn by turn navigation is still not available in the Middle East, which is why Apple hasn't added the countries to its iOS feature availability page. However, this step of including traffic data could be Apple's first step into live direction information.
This update is Apple's first visible effort to increase its geographical data services to the Middle East. Hopefully, a new update might roll out soon, where we will even get turn by turn navigation.
