Dubai Municipality announces completion of second phase of Building Permit Certification Service

The IT Department at Dubai Municipality (DM) announced yesterday (Wednesday, November 22, 2006), the completion of the second phase of the Building Permit Certification Service of the Building Department, making it one of the biggest eGovernment implementations undertaken by the Municipality. The completion of this phase will ensure 100 per cent online transactions between Dubai Municipality and building contractors in Dubai.

During its participation in the recently concluded IT exhibition GITEX 2006, Dubai Municipality also announced the launch of its Food Import & Re-Export System of the Public Health Department. The Food Import & Re-Export System is a web-based application that enables traders to apply for different facilities provided by the Food Control Section of the Municipality.

A detailed presentation on the Food Import & Re-Export System and the Building Permit Certification Service was also made during GITEX by Abdullah Rafee, Assistant Director General for Environment and Public Health Affairs, DM, Abdul Hakim Malik, Director of IT Department at DM, Mohammed Saleh, Director of Building Department, DM and Yousif Shams, Head of Systems Development & Support Section, IT Department, DM.

Abdullah Rafee said, “Dubai is considered the trade capital of the UAE and the region, and it has achieved a position of strength in various fields, particularly in the real estate, investment and commerce sectors. We at Dubai Municipality are committed to adopting the latest technologies that will ensure greater operational efficiency and increasing productivity in both private and public sector organisations.”

The Food Import and Re-Export System aims at strengthening the control on foods imported to Dubai to ensure their compliance with the approved specifications and standards, and also to have better control on food items meant for re-export which constitute a considerable part of Dubai’s food trade. The system also offers a range of services for food exporters and businesses by facilitating the release of consignments, issuing various health certificates, approving food labels according to the standards and specifications and issuing food destruction certificates.

The system is based on registering all food items by categorising them into different groups. The system consists of two parts, the first is related to submitting the application by the traders and exporters who are registered for such services, and the second part is related to the Food Control Section officials. The system is also linked with other systems such as the DM Food Environment Laboratory system and the Department of Economic Development system. In future, the system could also be linked with other departments such as the Department of Customs and other Municipalities.

On the other hand, the Building Permits Certificate Service offers a host of electronic services to clients and will process large amounts of data related to building permits and construction activities in Dubai. One of the innovative features of the service will be the availability of information on all major construction projects being undertaken in Dubai, in addition to detailed descriptions on existing and upcoming buildings which come under the purview of Dubai Municipality. The Building Permit Certification Service will be integrated with all other electronic services of Dubai Municipality.
