Israeli soldiers manning a military checkpoint in the West Bank opened fire on a taxi early Saturday, killing a 20- year-old woman, Palestinian hospital officials said.

The Palestinian student, Kamleh Al-Shuli, left her village of Assira Shamaliya near Nablus early in the morning, heading to the Al-Najah university. When her car arrived at an israeli checkpoint, soldiers opened fire, Palestinians said.

They said the troops had no reason for shooting.

Ambulances arrived at the scene and transported the woman to Rafidya hospital in Nablus, where she was pronounced dead.

Later in the day, Israeli troops shot and killed a Palestinian in the Gaza Strip. According to the Israeli army, the man was shot after approaching the fence surrounding an Israeli outpost.

Meanwhile, European Union leaders attending an EU summit in Brussels called on Israel Friday to change its settlement policy and to dismantle all outposts built on Palestinian territories in the past two years.

The leaders criticized the erection of the West Bank separation fence, and said the barrier's construction could hurt negotiations and would hurt the chances of reaching a two state solution. The leaders praised efforts of the various Palestinian factions to attain a cease-fire agreement, and called on Palestinian president, Yasser Arafat to implement more aggressive policies to contain "extremists."
