Foreign Secretary Robin Cook will announce Thursday that Britain is normalizing diplomatic relations with North Korea, the Foreign Office said.
The announcement came as US diplomats in North Korea were laying the ground for an historic visit by US Secretary of State Madeleine Albright, intended to launch a new era in relations between former Cold War enemies in Pyongyang and Seoul.
