Qatar says it will change ‘kafala’ system amid World Cup criticism - report

Qatar's government has said it will introduce reforms to its notorious "kafala" sponsorship system for foreign workers, AFP reported

The move comes after growing international criticism centered around Qatar's massive foreign workforce that is building facilities for the 2022 World Cup. 

AFP said that announcements about the new legislation are due in early 2015. Under the kafala system, employers are able to keep migrant workers from leaving their jobs, or leaving the country altogether. It has been sharply criticised by human rights groups and FIFPro, the global football players' union.

Amnesty International recently criticised Qatar's government for moving too slowly after promising to reform the system in May, The Guardian said. The UK paper has reported extensively on foreign labor in Qatar, including a recent article that said thousands of North Korean migrants were working on World Cup sites and other construction projects in virtual slavery.
