What did the dog do to deserve capital punishment through stoning? Are all dogs not innocent til proven guilty for the Jewish

Is this example of crime and punishment not consistent with religious thinking in the Middle East? Lose not sleep however as the animal is said to have escaped before the sentence was passed out.
