Dubai Customs presents “Risk Engine” experiment to a delegation from Ministry of Labour

The risk engine system that was developed by Dubai customs drew the attention of different government agencies in the country after having won the distinguished technical project award as part of DGEP 2012. 

Among the series of government delegations that revealed an interest in learning about such system and the phases of its development, a delegation from the Ministry of Labour visited Customs Development Division at Dubai Customs. 

A workshop  was organized for the visiting delegation at which a detailed presentation on risk engine system and the advantages it provides at customs business level particularly inspection operations, was delivered. 

The system validates in advance all potential risks involved in shipments allowing the passage and clearance of free risk shipments subject to the applicable procedures with no need for inspection. 

This has brought about rapid customs transactional processing within a record time and positively reflected on saving traders and investors` time, effort and cost enhancing Dubai Customs` capability of attracting more local, regional and international trade.  

Risk engine system contributed to achieving many seizures of locally and internationally prohibited and restricted products, which increased by 355% over the recent three years (2010-2012) as compared with previous years. 

The shipments being cleared within less than 10 minutes increased to 328% while risks system effectiveness increased by 274% which contributed in increasing successful potential seizures. 

The time for risk validation of each customs declaration decreased to less than two seconds. 

97% of unsuspected transactions (void of risks) are being validated by risk engine system and cleared within one minute from the time in which the declarant enters the customs declaration into Mirsal (2) or the Business TO Government Channel (B2G). 

The rate of transactional intervention declined to 13% leading to the increase in the number of electronically processed transactions. 

The number of transactions being cleared within less than 10 minutes grew by 328% representing 82% of the total customs transactions. 

Further the risk engine system contributed to reducing the maintenance and support cost relating to the old system by 65%.
