Strong regional and international strategic partnerships demonstrate positive outlook for Dubai Global Energy Forum 2011

The Dubai Supreme Council of Energy was formed in August 2009 under Law 19 of 2009, issued by His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Ruler of Dubai. HH Sheikh Ahmed Bin Saeed Al Maktoum was appointed as Chairman for the Council and HE Saeed M. Al Tayer, Managing Director and Chief Executive Officer of Dubai Electricity and Water Authority (DEWA), as Deputy Chairman.

The Council consists of the following key players: the Director General of the Department of Oil Affairs, the Executive Director of Dubai Aluminum Company (DUBAL), the Executive Director of Emirates National Oil Company (ENOC) and one representative each from the Dubai Supply Authority, Dubai Petroleum Establishment, Dubai Municipality (DM) and Dubai Nuclear Energy Committee.

The Council also has an Advisory Committee from competent and specialized workforce, as well as Secretary General for the Council.

The Dubai Electricity and Water Authority (DEWA) was formed on 1 January, 1992, by a decree issued by His Highness Sheikh Maktoum bin Rashid Al Maktoum to take over and merge the Dubai Electric Company and the Dubai Water Department that had been operating independently for several years until then.

Both these organizations were established in 1959 through the foresight and initiative of His Highness Sheikh Rashid bin Saeed Al Maktoum, the late Ruler of Dubai, as government supported bodies with the objective of making available to the people of Dubai an adequate and reliable supply of electricity and water.

Dubai Aluminium Company Limited (Dubal) owns and operates one of the world's largest aluminium smelters. Built on a 480-hectare site in Jebel Ali, the complex's major facilities comprise a 980,000 metric tonne per annum primary aluminium smelter, a 2,350 megawatt power station, a large carbon plant, casting operations with a capability of more than 1,276,000 metric tonnes per annum, a 30 million gallon per day seawater desalination plant, laboratories, port, and storage facilities.

The Emirates National Oil Company (ENOC), a wholly-owned Dubai Government company, is a leading force for economic diversification within the United Arab Emirates.

Its services range from real estate to retail, where its extensive network of ENOC and EPPCO service stations across Dubai and the Northern Emirates supply motorists' fuel needs as well as service offerings through its convenience stores, car wash and quick oil change facilities.
