Algeria's minister of energy and mines launched a national and international invitation of tenders for the building and the exploitation of a refinery in Adrar, in Sbaa basin, reported the Algerian News Agency - APS on Sunday.
The interested companies are invited to a general presentation of the project on January 16 in Algiers, notably bearing on the presentation of the potential of Sbaa basin and the national and regional market of oil products.
A ''data room'' exhibition will be organized for the interested from January 17 to 28, 2001 and will include the set of data concerning the fields of Sbaa basin as well as data on the market of oil products at the national and regional levels.
The interested investors should send their technical offers to the ministry before April 30, 2001.
This invitation to tenders includes two phases, the first one concerns technical propositions of companies that should include projects of development and exploitation of oil fields Sbaa basin, industrial projects and projects of development and exploitation of gas reserves of Sbaa basin.
In the second phase, the minister will transmit to the before June 30, 2001, the final technical option decided on for the project, the contractual and economic terms decided on for project of contract and the unique criterion of selection of retained offers.
Then, companies will be invited to submit an economic offer based on the unique criterion of selection.
The public opening of the received economic tenders will take place on August 31, 2000 in presence of all tenderers.
The contract concerning the project will be signed before September 30, 2001 with the company having proposed the best economic offer, the ministry specified.
