The new labor regulation giving construction workers a four-hour afternoon break in July and August will not affect rapid construction in Dubai, a top government official said, according to Gulf News.

"I assure you that the authorities will create flexibility within the laws to ensure that it does not slow down the momentum of growth in the UAE and Dubai," said Mohammad Ali Al Abbar, director-general of the Dubai Department of Economic Development and chairman of Emaar Properties, a major real estate developer.
