Kuwaitization: 8,000 Kuwaitis to Replace Expats in 2018

The Civil Service Commission (CSC) is preparing for the formation of a committee to continue the implementation of CSC Decision No. 11/2011 stipulating the rules and procedures for Kuwaitization of governmental jobs, reports Al-Anba daily quoting sources.

Sources revealed the CSC will carry out a study for fiscal 2019/2020 on the definition of functional groups included in the Kuwaitization of jobs, as well as the targeted number of Kuwaiti employees out of the total manpower in every governmental entity.

Sources said the committee’s work covers each governmental entity, in addition to determining the number of non-Kuwaiti employees to terminate their services in a bid to reach the Kuwaitization percentage.

Sources explained the plan is to limit the number of expatriates working in the government for the new fiscal year Ð not more than 3,000; indicating this is lower than last year.


Sources pointed out the plan to eliminate expatriate workers could not be implemented one time. Sources added the decision aims to reach the targeted percentage of Kuwaiti employees out of the total workforce after five years.

Sources went on to say that governmental bodies concerned with manpower in State institutions have looked into the administrative jobs in the private sector, which can be occupied by citizens instead of expatriates within the next eight years.

Sources revealed the number of Kuwaitis occupying administrative jobs reached 26,000 compared with 83,000 expatriates. Sources confirmed the current year will witness the replacement of expatriates with 8,000 Kuwaitis Ð 2,000 fresh graduates and 6,000 who transferred to the private sector from various governmental bodies on their own.

Sources added 24 administrative fields are currently covered by the replacement policy including executives, storekeepers, head and executive researchers, head secretaries, liaison officers, call center workers, data entry operators, directors and supervisors among others.

Meanwhile, official statistics released by the Public Authority for Civil Information (PACI) and Central Statistical Bureau showed an increase in the number of Kuwaitis working in the governmental and private sectors under the age category 15 to 19 years old Ð around 1,350, reports Al-Qabas daily.

The Public Authority for Manpower (PAM) implemented a decision in May allowing these youths to take certain jobs based on the labor law issued in 2010 with a work contract valid for one year and renewable.

The requirements for employment include obtaining permission from PAM and the parents or guardians; medical examination report with the name, age, date of use and type of work; and periodical medial checkup.

The decision prohibits employment of these youths in the following fields: dyeing, cement and asphalt, color and soda factories, slaughterhouses, tannery, blacksmiths, drainage maintenance, operator of machines, filling gas cylinders and making organic fertilizer among others.
