Abu Dhabi Municipality Holds Awareness Workshop About Protection of Workers From Heat Stress, Distributes 5000 Leaflets
The Abu Dhabi City Municipality (ADM) has held a workshop about the risks of heat stress and means of protecting against it with the aim of educating workers, contractors, consultants and developers in the building and construction sector. About 300 persons attended the workshop which stems from the keenness of the Department of Urban Planning and Municipalities to raise the awareness of all parties engaged in the management of construction sites. It also prompts environment, health and safety specialists to shoulder their responsibilities in implementing and monitoring the compliance with the Midday Work Ban Decision and provide the means that ensure the safety and protection of workers from direct sunlight or heat stress due to the soaring temperatures.
The workshop also aimed to raise the awareness about taking appropriate measures and familiarising with the needs of administering the heat stress programme by business owners and foremen to ensure workers are protected from heat and its adverse impacts on human health. This requirement is in line with the Midday Work Ban Law issued by the Ministry of Human Resources and Emiratisation in the UAE, which prohibits performing jobs under direct sunlight in open areas from 12:30 at noon to 3:00 pm over three months from 15 June to 15 September.
The Municipality is keen on educating workers doing jobs under direct sunlight, especially in summer, as they will be vulnerable to several diseases and occupational injuries such as sunstroke, heat exhaustion, fainting, cramping and rash. High temperatures can also lead to injuries among workers such as hand sweating and dizziness. Workers exposed to heat stress are those working outdoor (construction workers, cleaners, farm workers). Accordingly, employers must take necessary measures to protect employees from heat stress, such as offering them breaks, constant water supply, and shaded areas.
These awareness workshops are held in cooperation and partnership with the Abu Dhabi Center for Occupational Health and Safety (OSHAD), and the awareness programs will continue until 15 September. During inspection tours, the team of the Environment, Health and Safety Division at the Municipality distributed leaflets and publications to all construction sites. It has also distributed 5000 printed educational leaflets and attended construction entities attended to collect such publications. The Municipality’s campaign continued to raise through social media channels, and municipal staff through the supplying them with awareness leaflets and videos.
The workshop covered several topics and saw the presentation of papers highlighting the risks of heat stress and the means of protection at building and construction sites and projects. Discussions also covered the legislation that governs work in summer, especially the Midday Work Ban. The workshop urged business owners and contractors to provide the facilities, materials and equipment needed by workers while working in summer.
The workshop detailed the measures and precautions ought to be taken and provided at workplaces to safeguard against the risks of heat stress. Such arrangements include education and training, providing proper rest areas and cold drinking water, oral rehydration solutions, and adequate medical care, especially in emergency cases.
The Ministry of Human Resources and Emiratization presented a paper entitled "The Midday Work Ban Law". The EHS Division presented another paper entitled "Heat Stress - Role and Responsibility of Abu Dhabi City Municipality". A documentary was shown highlighting the heat stress and means of protection. Then a paper entitled "Best practices of Heat Stress" was presented, and another a paper entitled "Heat Protection Equipment" was also presented. The workshop concluded with a lecture entitled "Oral rehydration solutions".
After these presentations, questions were raised and responded to in matters related to the Midday Work Ban Law. At the end of the event, the Municipality honoured outstanding entities in administering safety from heat stress measures and compliance with the Midday Work Ban in recognition of their efforts in support of the Decision and protection of the health and safety of workers at construction sites.
