A new report by Human Rights Watch (HRW) shows that, when retaking the Idlib governate, the Syrian government and its ally, Russia, “launched dozens of air and ground attacks on civilian objects and infrastructure in violation of the laws of war, striking homes, schools, healthcare facilities, and markets – the places where people live, work, and study.” These actions, taken between April 2019 and March 2020, are counter to international law and may constitute, HRW suggests, crimes against
