Blast Kills at Least 13 Outside Kashmir Legislature

At least 13 people were killed and nearly three dozen injured Monday in an explosion outside the state legislature building in Indian-administered Kashmir, police said. 

Witnesses said, however, that 15 people were killed in the blast which they said was set-off by a suicide bomber in an explosives-laden car outside the legislature premises. 

Reports said two militants had entered the building and that gunfire was heard from inside after the blast. 

The area around the state legislature was immediately sealed off by Indian border guards. 

The blast took place about 2:00 pm (0800 GMT) in the heart of Indian Kashmir's summer capital of Srinagar.
