Egypt is proposing to declare Jerusalem an "open city" that would contain both the Israeli capital and the capital of a Palestinian state yet to be established, Foreign Minister Amr Moussa said Wednesday.
He told reporters that Egypt felt the question should be considered in its entirety, with east Jerusalem as the Palestinian capital and west Jerusalem as the Israeli, and the relations between them in the framework of an open city.
"Jerusalem is a whole. As there is Israeli sovereignty over west Jerusalem, there must be Palestinian sovereignty over east Jerusalem," he said.
Moussa made the remarks after President Hosni Mubarak met with Palestinian President Yasser Arafat, whose position has long been that east Jerusalem must be the capital of a Palestinian state -- ALEXANDRIA, Egypt(AFP)
