A spokesman for Philippines President Gloria Arroyo on Tuesday hailed the fall of the Afghan capital to opposition forces, but warned that the fight against terrorism was far from over.

"The fight against terrorism has scored a major victory, but the fight is not yet over," Press Undersecretary Roberto Capco said.

Arroyo, currently visiting Indonesia, was tracking the developments, he said.

"There is a need for a continuing and most substantive global campaign against all forms of terrorism," he added.

An advance party of Afghan opposition troops entered Kabul early Tuesday amid a headlong Taliban retreat.

But a senior commander told AFP that the main military units would stay out of Kabul.

Arroyo has been one of the first leaders to offer military assistance to a US-led effort to go after Saudi-born militant Osama bin Laden and his Taliban hosts in Afghanistan.
