Putin Bolsters Moscow Rule Over Chechnya with New Ministry

President Vladimir Putin underlined the principle of Moscow's direct rule over Chechnya Tuesday by creating a cabinet post to oversee reconstruction of the war-torn republic, Interfax cited the Kremlin saying. 

Putin appointed Vladimir Yelagin to the new government post, where he will be responsible for social and economic development in Chechnya, the president's top spokesman Alexei Gromov told the news agency. 

Yelagin was previously deputy head of state construction and before that, from 1991-99, served as governor of the Urals district of Orenburg, in central Russia. 

Russia has been fighting a 14-month war against separatist rebels in Chechnya since launching a self-styled "anti-terrorist" intervention in the troubled republic on October 1, 1999 -- MOSCOW (AFP)
