Federal National Council Launches 2nd Cycle of Ordinary Sessions for the 17th Legislative Chapter

In a statement issued at the opening of the 2nd Cycle of Ordinary Sessions for the FNC’s 17th Legislative Chapter, H.E. Al Owais noted: “The uninterrupted parliamentary operations in the UAE despite the global obstacles and challenges that resulted from the COVID-19 pandemic demonstrate the FNC’s commitment to discussing issues of concern to UAE citizens, and its dedication to proposing solutions for and creating opportunities out of crises and challenges.”

“As the Federal National Council launches a new Cycle today, our energy and hard work are renewed, as well as the responsibility  to ensure Emirati citizens’ wellbeing, as mandated by our wise leadership. Empowering citizens has been – and will always be – the cornerstone of our efforts to forecast the future and achieve the UAE’s strategic vision,” H.E. added.

“The tremendous success we have witnessed in parliamentary practices – in addition to the perfect integration of roles between the legislative and executive branches of government – are a direct result of the Political Empowerment Programme, announced by UAE President His Highness Sheikh Khalifa bin Zayed Al Nahyan in 2005, which enhances the FNC’s role as an authority that supports and guides the government’s efforts to make informed decisions and promote happiness, prosperity, and wellbeing in the UAE community,” H.E. Al Owais explained.

“This is made evident through the enormous efforts FNC members undertake to remain up to date with regards to the issues that most concern citizens across the UAE, and raise them at Federal National Council sessions to be discussed transparently and objectively with representatives from the government,” H.E. added, concluding, “The Council thus represents the people’s voice in every issue debated and every decision made.”

Federal National Council

The Federal National Council (FNC) is the legislature of the United Arab Emirates.

The Council has 40 members with advisory tasks rather than legislative power. Twenty members are elected by the 6,689 members of the Electoral College; the other 20 are nominated by their respective emirates.

The Federal National Council was formed under the Provisional Constitution of the United Arab Emirates in 1971 as a permanent component of the country's governing structure, which also includes the Supreme Council, President, Cabinet and Judiciary.
