The Telecommunications Regulatory Commission (TRC) announced its new vision to meet the challenges of Jordan’s information communication technology (ICT) sector based on ensuring the availability of high-quality ubiquitous services to all at reasonable prices and fostering development of human and technological resources to meet the challenges ahead.
Outlining their revised operating structure, the newly appointed Board of Commissioners unveiled upcoming plans to safeguard the interests of Jordan’s consumers as well as its goals in creating a dynamic ICT opportunities.
“The TRC will play a crucial role in creating a fairer, more open and competitive ICT environment, which will in turn attract greater investment in Jordan and improved telecommunications service standards for Jordanian citizens,” said Minister of ICT, Fawaz H. Zu’bi.
The TRC’s new operating structure, outlined in the Amended Telecommunications Law in March 2002, puts in place a board of full-time commissioners coming from a diverse breadth of backgrounds and experience, including technical, legal, financial, commercial and regulatory components.
The law also requires that the TRC regulate independently from the Ministry of ICT but in accord with its general policies. Finally, the law imposes a new set of substantive responsibilities on the TRC, including to fostering the development of the ICT sector, protecting the interests of consumers, preventing anti-competitive behavior, and comprehensively manage radio spectrum and provide a mandate for interconnection obligations.
The restructured TRC, which became operational this month, will be implementing new operating procedures and programs to fulfill its responsibilities detailed in the amended law. The TRC thus announced the development of a new organizational structure and strategic plan designed to give it the resources and flexibility to fulfill these responsibilities.
The TRC is embarking on an ambitious agenda for the coming months. This agenda includes a major recruitment drive, specialized staff training programs and a substantial augmentation of the TRC’s legal and procedural regulatory resources.
A significant focus of the TRC’s activities in the coming year will also include an emphasis on putting procedures in place for transparent and participatory decision-making and implementation of a strategy focused on resolving consumer complaints and disputes.
TRC was established in 1995 as the organization responsible for regulating and monitoring the telecommunications sector and for issuing the necessary licenses to operators. The TRC Mission is to ensuring high-quality and ubiquitous telecommunications services, safeguarding
