Addressing the World Economic Forum at Davos, Shaikha Lubna, the UAE's Minister of Economy and Planning, estimated at $9 billion the volume of foreign direct investments inflow into the UAE in 2004. According to Al-Bayan newspaper, the minister asserted that the UAE would continue to be open for international investors, thanks to its economic vibrancy and flexibility in legislation that allows 100% foreign ownership in 15 free trade areas.
