Dubai Customs launch Mirsal II
Dubai Customs delivering today elements of Sheikh Mohammed’s 2007-2015 strategic vision for Dubai
In line with the vision and strategy of H.H Sheikh Mohammad Bin Rashid Al Maktoom, UAE Vice President, Prime Minister and Ruler of Dubai, Dubai Customs, a leader organization in the development of paperless trading and electronic commerce capabilities, have recently launched ‘Mirsal II’, a system that provides real-time access to traditional declaration processing through a web interface.
Mirsal II enables implementing new business processes, information technology, and information management techniques that can be operated by appropriately qualified staff to enable and support the vision of Dubai Customs and of Dubai of becoming an international center for trade, tourism, and finance.
“Mirsal II System allows businesses to make declarations to Customs 24x7 within minutes and receive a response back from Customs also within minutes,” said Juma Al Ghaith, Executive Director of Customs Development Division, Dubai Customs.
“With the release of Mirsal II it enables Dubai Customs and our partners to increase the security of the global trade supply chain whilst facilitating the movement of legitimate cargo.”
Dubai Customs are complying with Dubai’s vision by launching Mirsal II, as part of Dubai Customs’ Reform and Modernization Program (RMP). This program aims at designing and implementing efficient policies and procedures to enable trade. It also aims at implementing technology and HR capabilities to support Dubai Customs to 2015 and beyond.
Dubai Customs, in association with Etisalat, is implementing the latest technology trends to realize the vision and mandates of the electronic commerce federal law for electronic signatures.
Dubai Customs clients are required to apply for and install an electronic digital certificate from Etisalat which they use to digitally sign a declaration when submitting their declarations to Customs.
Multi-national companies epitomize the requirement for a fast, efficient and secure international trade supply chain. Commercial pressures have been mounting for some years for lower trade overheads and faster clearance. This will only be possible with better compliance and trade facilitation, higher quality transactions and processes, less need for enforcement and greater accountability and transparency. It will require more effective relationships and partnerships between the various stakeholders involved in international trade.
“We always found that Dubai Customs is committed for continuous development in simplifying Customs procedures. Particularly on-line process of Customs documentation has been improved considerably since its launch. Due to which Oilfield Supply Center is able to provide services to the clients beyond their expectations,” said Munther Hussain Ali, Head of Logistics, Oilfields Supply Center Ltd.
“The introduction of Mirsal II will definitely reduce the time consumed for on-line process of Customs Documentation. Importantly we don’t have to submit hard copies once documents are processed electronically. Hence we will be saving money on stationery & man power required to submit hard copies to Customs,” he added. “One more significant aspect of Mirsal II is quick approval for on-line processed documents which will fasten our operational activity. However, in view of above facts, Oilfield Supply Center Ltd will be benefiting in all aspects.”
Lal Premarathne, Operation Manager – Customs Compliance, Danzas AEI Emirates LLC, commented on the launch of Mirsal II: “Since the implementation of the new online declaration process, we found that new system is providing lot of advantage for the local business community to complete the customs related activities for both import and export. Moreover, the logistics service providers such as Danzas AEI Emirates LLC, who are acting on behalf of various customers will have upper hand of processing the declaration much faster than it used to be whereby the new system has facilities such as Pre Clearance, Interface with our own system, receiving and sending messages facilities, uploading the invoices and most importantly paperless declaration process.”
