DEWA becomes first government department to adopt new service meant to train managers and supervisor level employees
Dubai eGovernment has announced the introduction of a new module to its eLearn initiative. Named eManager, the new certification aims to train managers and supervisory level employees of all government departments in Dubai to facilitate transfer of knowledge and skills within the departments. The move complements the directives of H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to provide government department employees a work environment that encourages continuous learning.
Dubai Electricity and Water Authority (DEWA) is the first government department to adopt the new service, with 50 employees registering for the first batch of the course. Each employee will learn 12 different skills through three certification levels -Associate eManager, Qualified eManager and Professional eManager.
The certification facilitates learning in a virtual business environment, where the students can think, interact, make decisions and practice soft skills in real-life situations. The main subjects that will be covered in the eManager program include managerial leadership, employee performance, time management, budgeting, leadership development, project management essentials and strategic management.
“The key to an individual’s well-balanced career progression lies in their willingness to learn and gather knowledge continuously, and this formed the basis for the introduction of eManager as an extension of our eLearn initiative,” said Salem Al Shair, eServices Director, Dubai eGovernment. He added: “The eManager certification also aligns with the directives of H.H Sheikh Mohammed, and we believe that this programme could significantly contribute to greater productivity and efficiency of government departments in Dubai.”
“The eManager certification is designed to be a learner-friendly program that incorporates a virtual business setting, which means that even if the course-takers make mistakes in strategy or execution, they have a chance to learn from them without facing business consequences,” highlighted Al Shair.

Dubai eGovernment’s eLearn courses are designed to meet the individual needs of users and it provides a strong instructional design in a versatile manner. Users will find a consistent and integrated learning experience, regardless of whether learning occurs over the internet, within a corporate intranet, or from a local area network.
Dubai eGovernment’s eLearn service aims to help nationals and expatriates develop the necessary skills for today's job market requirements. eLearn includes more than 3,000 online courses in fields as diverse as IT, self-development, sales and marketing.
