A senior leader of Hamas, Mohammed Nazzal, said Palestinian reconciliation with Fatah had reached an impasse, pointing out that Egypt refused to receive a delegation from his movement to put forward its comments on the document prepared by Cairo. The Palestinian newspaper Al Quds quoted Nazzal as saying "There is a determination by the Egyptian brokers to sign the document without taking into consideration the observations of Hamas."
According to his statement, Hamas asked to dispatch a delegation to visit Cairo in order to present their observations on the document, but Egyptian officials refused to do so categorically and asked to sign the paper before any discussion." The Hamas leader emphasized that his movement "did not accept this logic because the signature would require implementation of all the articles in the document."
