Iran's president inaugurated a heavy-water nuclear reactor Saturday.

The facility, located in central Iran, is "one of the biggest nuclear projects" in the country. Iran has been building the heavy-water reactor for two years, and it is not scheduled for completion until 2009.

One of the byproducts of heavy-water reactors is plutonium, which can be used in building nuclear weapons, the AP reported.

During the event, Ahmadinejad categorically said Saturday that Iran is not a threat to any state, even the Zionist regime, which is "definitely the enemy of regional countries."
