President Abdel Fattah Al-Sisi issued a presidential decree, on Thursday, that allowed Emir of Kuwait, Sheikh Sabah Ahmad Al-Jaber Al-Sabah, the right to own land and property in the Sharqia Governorate of Egypt.
The announcement stipulated that Al-Sabah is considered an Egyptian citizen, who has the right to own land and properties in Egypt; moreover the decree mentioned that Al-Sabah bought 163 acres in Sharqia, according the state’s official gazette
In October 2016 Sisi issued similar presidential decree that allowed King of Bahrain, Hamad bin Isa Al Khalifa, to own land and property in Egypt’s Sinai. The decree was released due to the fact that Egyptian law restricts land and property ownership rights, in Sinai, to Egyptians born to Egyptian parents and have no other citizenship.
The decree allowed the king of Bahrain to purchase three villas which are part of the Movernpick Hotel in South Sinai.

The law that restricts land and property ownership rights in Sinai to Egyptians was first issued during the presidency of Mohammed Morsi after a suggestion by Sisi, who was Defense Minister at the time.
The law, however, does not restrict foreigners from purchasing land or property in other areas of Egypt.
