ALBAWABA - Following the horrific concert incident in Russia that left 140 people dead, questions continue to be raised within the Russian government about who planned the horrific deed. Moscow continues to harbor misgivings about possible Western intervention despite claims made by the US administration alerting Russia to potential risks.

John Kirby made strong claims yesterday at a press conference. Since the day of the strike, the Russian government has continuously blamed America for the attack, despite claims to the contrary from the US.

Kirby declared that he intended to refute the lies and false information that went about afterward. He said, "On March 7, the US government issued explicit and detailed written warnings regarding the terrorist threat targeting crowds and concerts in Moscow, directly communicated to Russian security services."

The channels that were used to facilitate this communication were well-established and had been used before. Kirby went on to say, "It was stated, perhaps superficially, whether adequate information had been provided."

The spokesman for the White House said that they sent written material that was precise and comprehensive. Furthermore, the US released a public caution on March 8 asking its nationals to avoid crowded places and concerts in Moscow.

The seriousness with which the US takes its warning duty is demonstrated by this advisory. Kirby continued, "We place 'warning obligations' in quotes because it is a stated policy of the US." There is a national policy to warn nations whenever the CIA receives specific intelligence about terrorism, regardless of whether they are friends or enemies.
