Courageous men of our armed forces,
People of our glorious nation,
Assalamu Alaykum Warahmatullahi Wabarakatuhu,
For thirty-four years now, and throughout these thirty-four years, the cycle of time has returned to Temmuz (July), with the grace of Allah, so that history may re-visit the present and the future in Temmuz, thus recalling the essence of its role in the history of the people of ancient Iraq, and in their beliefs; except that this time Temmuz is mobilized, and comes fully convinced, pure, loyal and healthy, to have, in its people, after relying on Allah, the glorious presence in a world which wants to have Temmuz purify the self from what might have been left in it from the past, distant or near.
Temmuz returns to us, to its nation, carrying the tools of building and construction, having acquired, from experience, wisdom and sharpness, and from its interaction with others, lessons and broadmindedness. This time, however, Temmuz also returns armed in addition to all of this, with its sward, bow, and spear, carrying its shield or gun and cannon, mounting its tank, or poised in its battle-trench which may, through caution and alertness, save life from schemes, conspiracies, and perfidy, and protect all our dear, dear, dear men, with the grace of Allah, the Powerful, the Great.
Temmuz returns to say to all evil Tyrants and oppressors of the world: You will never defeat me this time. Never! Even if you come together from all over the world, and invite all the devils as well, to stand by you, support or incite you.
Temmuz returns to us, to you, dear brothers, to meet the level of your struggle and your jihad. But its resolve, this time, is deep-rooted, with Allah’s grace, to be your loyal brother or son at all times, the knight of your wishes, the father of your dreams and aspirations, and of your expectations in it on the way towards Iman, the zenith, glory and virtue.
Temmuz returns as if it were with us on every single day we have lived during our march since 17-30 July, 1968, to this day, or on the days looking forward to a bright future following this date, with the grace of Allah, the future in which Temmuz is a partner, gracing those days with the blessing of Allah the Magnificent, or with the, spirit of Temmuz and the prayers of every noble woman, and with the inspiration derived in our heritage from the spirit of our great ancestors, towards achieving our great expectations and gaining the blessings of Allah for the people of our land, its builders, protectors and shields.
Between the time of those two glorious days of the seventeenth and thirtieth of July 1968, and this day, there are lessons and lessons, great experiences and meanings, full of glory, triumphs and achievement in the affairs of life and in the effort of prevent falsehood from prevailing over truth; thus strengthening the true believers in their expectations, action and endeavour, while repelling the disbelievers and enemies of our nation and people. So praise be to Allah in his glory, the praise of true, patient and resilient fighters, who are strong in their belief, after relying on Allah, the Glorious, with the gratitude of totally devoted and patient worshipers.
My brothers, you are the wound of my soul whenever you are wounded or hurt by a foreign power or its lackeys; you are most precious to me and to every man of honour and courage, as you ably confront injustice and aggression, refusing to allow the arrows of the tyrant and his stooges to touch your spirit, your determination, your conviction, your stand, your will and your loyalty.
My brothers, my sons, my soul; you who are true to the bond and the holy struggle in Iraq, Palestine and the larger Arab homeland, or wherever you might be in its arenas, have we are, recalling with you your revolution, celebrating the beginnings of its march and the great meanings carried by those who believed in its road, and allowing our imaginations to take us to the realms of its meanings.
Your revolution, in all its triumphs and at all levels of its sublime meanings, and in your satisfaction in it, reflects your values, and those of your strong, resilient, heroic and loyal people, the glorious people of faithful believers in Iraq. Whenever your revolution has fallen short in any aspect which you might have wished to see happen otherwise, then its excuse is the fact that it has been true to its objectives; and success comes only from Allah.
Our Arab brethren,
Valiant men and noble women of Iraq,
the land of jihad, victory and virtue,
I want, on this occasion, to refer to a matter, amongst many others matters, with the details and implications of which I do not wish to burden you. In so doing, I do not wish to appear incapable of covering these details and implications, because a speech, even if it were unrestricted by time, or indeed several books, would not be sufficient; In fact, it requires volumes upon volumes and open time , without the pressure of haste. As to what ought to be said to describe, in truth the revolution, its picture and effective action, the depth of its spirit and the purity of it nature, in a speech such as this one, then this will remain a difficult task for whoever may take up this challenge, including the present speaker, who played the role that you know in planting the seeds of the revolution and caring for its growth until it blossomed, yielded fruit, delivered results and grew strong, after achieving height and stature. I would not have burdened you, my dear brothers, with what I intend to say now, had I not found it to be a moral obligation compatible with your true bond with, and love for, this march and its pioneers, as well as with the aspirations which you attach to it and which you cannot find elsewhere; aspirations befitting the sacrifices made by the people of this revolution. I wanted to assure you of the strength of your revolution through rational logical and concrete facts and achievements which the mind cannot fail to recognize. Here is one of the facts which will assure you when I remind you of it:
You know, brothers, that our most important criterion for the purity of our souls, the truth of our pledge and intention, the height of our determination and the strength of our resolve, after reliance on Allah, is the depth of our background in the examples of our nation at the advent of Islam and those who emulated them in subsequent eras, however distant from them, whether in the center of the Islamic state in the land of Syria or in Baghdad, the capital of Arabs and Muslims, or those who migrated to the land of Andalusia, and the basic example of their pledge, the falcon of Quraish.
Regardless of the level of interpretations towards the judgments of history, or the assessments of people in this or that historical cycle or symbol, we are in agreement on one established fact, which that the attachment of life to the Islamic principles of the era of the Rashideen Califs (blessed be they with Allah’s grace and satisfaction), and its attachment to succeeding Califs and rulers, has changed a great deal. Whatever the differences, or points of similarity, on which we agree now, and which is most important, whether required by the new life according to the criteria of those who say so, or whether the principles become too heavy for the Califs and rulers concerned against the temptations of life, thus making them less heavy-handed in applying the principles to the affairsof life and in assessing the behaviour of the Calif and the people against the behaviour of the Rashideen Califs and the companions of Prophet Mohammed the Messenger of Allah.
I say that what we agree on now, regardless of interpretation in its different colours, which is the most important part of what I wanted to say in this address, is that, as time takes us away from the starting point in our march, there appears a degree of laxity in the energy, vision and activities of those in charge and in their view of the principles, as well as in their application of those principles, whether they have been tempted by the lures of life, or whether they have been prevented from attaining their desires by the difficulties of the road and the ferocity and forceful impact of counter factors.
The other matter which I do not think we shall differ on is that the growing distance, in other experiences and further examples, between the march and the time of its start, forces the requirements and circumstances of politics to take precedence over the requirements of the principles, and over the adherence to, and application of, these principles.
We started our march, dear brothers, 3.00 a.m. on the 17th of July 1968. That was a stage or a juncture which had its own mark. At any rate, none of the applications at the starting line contained a model picture of the principles of the Ba’th Party and the spirit of the revolution which we aimed to see prevail, except for what was in the hearts of the faithful revolutionaries which reflected the genuine principles we had aspired to, and which we had been resolved to apply. Indeed, what happened then, including our prescribed attainment to power in the morning of the 17th of July, was just the break needed to launch our march. Then we carried out a great operation in the structure of the revolution which was to reflect on its course and spirit. That action was taken at 3.00 p.m. on the 30th of July, thus making the opportunity for the revolution to attain to its principles and start applying them much greater than it had been during the brief interval between the 17th and 30th of July. An acceleration in the steps and measures taken increased the opportunities for both the revolution and the march to apply the principles upon which they were based and for which the true heroes of the revolution launched their revolutionary course on the 17th and 30th of July.
I do not want to burden you with more details, dear brothers. It is important, to stress, however, that we refused to become merely a regime or a government, only slightly or relatively distinguished from previous regimes in our great Arab homeland. We also refuse to measure our enthusiasm and action of principle according to what we used to be like in 1968 and 1969, or in the years that followed, so as to treat them as our ideal points of departure. Indeed, we refuse to measure the steps which we find necessary to take now by any of the steps taken during the years prior to Um-al-Ma’arik (the Mother of all Battles) and to re-adjust any step that remains incomplete according to that, as a criterion for the highest principles. Nor do we measure the steps, which we find necessary to take now, by a stance or steps taken six years ago, whether it concerns the interests of our Iraqi people at home and what ought to be done to increase the enthusiasm required for reconstruction, for social justice and for the standards of Iman, or whether it is in the field of our humane national ideology of Iman and its practical applications in relation to our commitments towards our glorious Arab nation. Nor should this apply to our positions of the faith towards the jihad or struggle of the believers in the world against imperialism, hegemony, injustice and violation of the rights of others. Rather, it is ascension, ascension and ascension, in which enthusiasm and potential which constitute, before any other step, the spring-board for other measures corresponding to renewed energy and enthusiasm, more sublime and pure in the service of the principles of our nation and people, thus ensuring continued ascension and increasing the accurateness and capability to relate the measures of action to the great principles. Our decisive criterion, when there are various alternatives and versions in front of us, is not the modest picture, but the highest and purest state; while our criterion, once an ideal example is difficult to produce from our principles, will be the examples of our great nation at the advent of Islam as well as any other great example from subsequent eras.
Is this not what you observe and can identify in the course of your great revolution, in accordance with its principles?
Is it not my duty to draw your attention to this fact, so that you will be more reassured that your march remains genuine, responsive to your interests and principles in a balanced manner, and immune against deviation; that it will not succumb to, or be shaken by, the propaganda of foreign powers; that the wind will blow away foreign rattling as the noise of an evil covetous tyrant, the enemy of Allah; and that Iraq will emerge eventually triumphant. Indeed, Iraq is already triumphant, with Allah’s grace. And the people of Palestine will achieve victory; indeed, they are already victorious through the stands taken by every Palestinian man and woman, and through their great sacrifices and their readiness to give more. The others need only to realize and learn the lesson, and know that the principles, high interests and national and pan-Arab security cannot be protected without sacrifices relative to their value and significance; sacrifices that will bring honour to our people and nation, and stand out as landmarks of honour, remembrance and historical memory. All positions taken in isolation of the principles can only be a rotten grave providing those who adopt them nothing, both in this life and in the next.
Brothers,
There is a subject which we have placed at the heart of our consideration, given it our undivided attention, and strengthened it in energy visual and concrete sense, in our heart and conscience from an early stage. We have never allowed the memory to overlook this subject or time to weaken its significance for assessment and action, from, amongst the numerous inspirations derived from our glorious faith and the lessons of our struggle and jihad. This subject is:
..that anything gained freely, as charity, or from a foreign source, will yield nothing but vice, and weakness before the arrogance charity and greed of the foreign source. The benefit that is gained legitimately, on the other hand, through the toil and sweat of its winners, remains good and “halal”, blessed by Allah, to stay and grow through the endeavour of the people who rely on Allah. He who builds his country with his own hands will be able to defend himself and his country with his own means. But he who relies on others to think for him, or provide him with protection and appoint him as ruler of his people, will always remain valuable to the whims of his patrons who can, whenever they so desire, bring his house down over his head, and leave him in disgrace. The future is, to a large extent, part of the steps of the present. He, who ensures that his present steps are solid, careful, confident and distinguished, will ensure a bright future, God Willing, for himself as well as for the generations that seek to achieve their objectives in the same spirit and with the same resolve. He, on the other hand, who stays behind, lazy and dependent on others to make the effort for him, is sure to have a bleak and unsettled future, with no guarantees of any place for him and for all those following his example in succeeding generations.
So make the effort, people of Iraq, as you have always done, with dignity, industry, care and dedication; and increase the effort to ensure the present and the future for yourselves and for the generations succeeding you.
Fight with valour, chivalry, patience and resolve, as you have always done when forced to fight defending your accomplishments, your effspirit and your faith, because these are the sources of establishing our edifice, and of the prosperity, independence, liberty, solidarity, justice and fairness to which you aspire.
Amongst the meanings which we have kept in our conscience and mind is the fact that he who compromises his principles can neither be relied on nor trusted.
He who fails to respond in kind, like a man, to the thunder of valour and lightning of chivalry, when his nation and people are subjected to injustice, remains unfit to protect, lead or defend his people and nation.
He who wants the others not to forget the virtue of magnanimity is himself expected to keep this virtue in his conscience and recall and apply it in his actions.
He who stands up against injustice, should himself refrain from causing injustice others, and should remember that speaking of justice will be meaningless if capital is allowed rule beyond its limits or influence the process of decision-making.
Political and legal justice remains meaningless without social and economic justice. The fight against the wolves and the corruptors will not succeed, if they have contacts and partners inside the corridors of government and the palaces of the Sultan.
All of this, in order to be achieved, requires the establishment and protection of justice. Authority must have its sward while power, must have its own mind, eyes and good conscience.
Brothers,
It has been thirty-four years since your glorious march began on the 17th of July 1968. During this time, and in view of all the blessings bestowed upon us by Allah, the Almighty, the Compassionate, the Merciful, the Omni-powerful, it is incumbent upon us to raise our voice of gratitude to the Almighty, praying, appealing and thanking Him for the strength and support which He bestows upon us. Hence, we say:
Oh Allah, in Heaven. You created us for a reason in your wisdom; and protected us for a reason in your wisdom. You are our God and the God of our parents, our children and our ancestors; the Lord of our descendants and of all posterity. You are the God of those who worship you, who are saved by their decision, their faith and intent. You are the destroyer of the strong-headed who allow their whims to govern their mind, conscience and soul, and who fall down the precipice of rebellion and sacrilege, destroyed by their own conduct, in this life or in the next, having abandoned their religion under the lures of their failing self. There is no God but You. Through You we repel Satan whom we abhor as we do every great sin.
Oh Allah, to You we succumb in faith and in love. To You we bow in worship, capable in victory, hailing Your Will, grateful for the blessings You bestow upon us in this instance or in others, or wherever our feet are made to bleed by the blades, spikes and edges of the road, we will not change in this and in other endeavours.
Our Allah, our Creator; and Creator of the Heavens which you lifted without pillars; Creator of the earth which You stretched and tied to the strings of Your Will. You are our God, who created the living and brought the dead back to life. We accept your decision when you make what is difficult easy and reachable, or when you delay, in your own wisdom, our victory in the field, or the fruit of our effort and struggle, thus making our feet bleed due to the difficulties and sacrifices of the road. The hearts may be affected by time to the extent, and in the manner that You choose; but our conscience will remain strong and rich in the faith. We appeal to You to keep our hearts rich with comfort and content, and preserve our Iman and worship as the healing compassion in our hearts, which are most precious, as well as in every good deed which meets with Your satisfaction.
In all this, Oh Allah, we hail Your name in praise and gratitude. You are holy and pure; and we have placed ourselves on the road of obedience to You, by free choice and in faith. If we succeed, it is through Your grace that we do. If we fail, then we believe that we have done our best in faith. If our effort meets with Your satisfaction, we praise You in your Holy state. If we are not as successful as we want, or if we go wrong, we resort to Your compassion and forgiveness; for there is no substitute to Your Will and Compassion; You Most Merciful, Most Wise and Most Capable, in whom we seek assistance.
Oh Allah, You are our God in every directions and to all extents. Creator and God of all. Praised be Your Name in Your Great Throne, and in Your Authority; help us to prevail over the forces of sacrilege, as you helped us in our endeavour and objectives, and protected us from all danger on the two days of the 17th and 30th of July 1968, and what happened between and after those two dates. In the same way as you made our will strong and firm in confronting our enemies and the enemies of our nation from that time to the present day; Oh Allah, our God and God to everything, every name and every situation which we may or may not know; which may be seen or may remain hidden. You are the Creator of everything and every situation, which may be good or may seem bad in our eyes. Increase comfort in ourselves and strengthen our hears with whatever you deem good for your true and faithful worshippers. Bring comfort, Oh God in Your Glory, and strengthen the hearts of the true faithful mujahideen in Iraq and Palestine, as well as on the other arenas of jihad in our nation.
Allah, we rely on You, seek Your support and obey Your command. Protect us against the schemes of the devil or of those to whom the devil is master. Protect us against the deviation of the self, and strengthen the meanings and status of love and loyalty towards us in our people. Strengthen, increase and deepen the sense and extent of love in our hearts, and the compassion and endearment in our souls and conscience towards our great people and glorious nation. Assist us all to attain what you desire and accept; help us in our endeavour; and destroy our enemies, the enemies Allah, of our nation and of mankind. You, who are Most Capable.
Allah, you are our God; protect us if you so desire, or give us a place amongst the martyrs. You are most powerful. Your choice is our acceptance. Our appeal is nothing but a request from the weak to the strong, from the creation to the Creator. From You, praised be Your Name, we seek help; and You are most Powerful.
Prayers be upon Prophet Mohammed, our Master, and upon his Companions. Prayers be upon all Prophets and Messengers.
Oh Allah, bestow your infinite mercy upon all good and true believers, and upon or most generous martyrs in Iraq, Palestine and all the arenas of jihad and struggle throughout our nation.
Allah, Amen, Oh Allah, God of all mankind.
