US Secretary of State Condoleezza Rice failed Saturday to persuade Russia to offer new support for a tough line towards Iran's nuclear program. Rice hoped to secure Russian cooperation, but after a meeting in Moscow with Russia's foreign minister, Sergey Lavrov, it was obvous Russia had not changed its stance towards the issue.

According to the AP, Lavrov told reporters that Russia beleives the Iranian nuclear issue can be resolved "without referring this issue to other organizations."

On her part, Rice said the Security Council "remains an option." "We've said all along there remains time for negotiations if Iran is prepared to negotiate in good faith," Rice told reporters.
